      The stated purpose of the Beschloss book is to show how presidents have “disrupted the founders’ design” by seizing “the power to launch large conflicts, almost on their own authority”. A constitutional power to which presidents have given vast scope is the commander-in-chief power (Article II, Section 2). One of the freest interpretations of this power was exercised by Lincoln, who - after the Civil War erupted, and while Congress was not in session - called up 75, men and waged war for 12 weeks, relying on his independent.
